Institutional Context

Capital Area Michigan Works! (CAMW!) is the federally designated Workforce Development Board and Workforce Innovation and Opportunity Act (WIOA) administrative entity for Ingham, Eaton, and Clinton counties. The organization functions as a pass-through authority for federal and state workforce funding, governing provider procurement, performance accountability, and workforce service delivery across a regional labor market of nearly 500,000 residents. Board governance directly determines funding allocation, compliance standing, and the structure of workforce services affecting employers, job seekers, and public investment.

Role & Governance Mandate

As Vice Chair of the Administrative Board, Brown exercised fiduciary, policy, and compliance oversight of the regional workforce system. Responsibilities included participation in formal board actions guiding the Chief Executive Officer and executive leadership, approval of administrative policies and budget priorities, and authorization of the competitive procurement framework used to select workforce service providers in accordance with state and federal requirements.

Key Decisions & Outcomes

Workforce System Performance

Provided governance oversight of a workforce system serving more than 27,000 residents annually, delivering career services to over 10,800 job seekers, filling approximately 2,000 jobs, and supporting more than 260 employers.

Employer Talent Investment

Participated in oversight of employer-focused training investments enrolling more than 1,000 participants annually in healthcare, information technology, and advanced manufacturing sectors, including approval oversight of approximately $5.76 million in Going PRO Talent Fund awards.

Funding Stewardship & Fiduciary Oversight

Served in a fiduciary governance capacity overseeing approximately $13 million annually in combined federal and state workforce funding.
