Institutional Context
The Lansing Entertainment & Public Facilities Authority (LEPFA) is an independent public authority responsible for oversight and stewardship of several major City-owned public venues, including the Lansing Center convention complex, Jackson Field (home to the Lansing Lugnuts and Michigan State Spartans baseball), and Groesbeck Golf Course. Collectively, these facilities represent some of the region’s most significant public gathering, entertainment, and recreation assets.
The Lansing Center serves as a core downtown economic driver, hosting 250+ events annually and attracting more than 230,000 visitors each year, with LEPFA responsible for long-term asset management, operating performance, and capital planning across its venue portfolio.
Role & Governance Mandate
As a Lansing City Council At-Large Member, Brown exercised governance oversight through Council confirmation of LEPFA Board of Commissioners appointments, review and approval of LEPFA operating budgets, and evaluation of major venue policy decisions and capital planning actions advanced through public meetings and resolutions.
